Title : Consultant for Comparative Analysis on Early Childhood Development (ECD) Access Strategies in Aceh
Type of Contract : SSA (Special Service Agreement)
Duty Station : Banda Aceh with travels in 3 (three) districts
Contract Duration : 3 (three) months
Summary of the Consultancy: Under the supervision of Youth & Adolescent Development Specialist, the incumbent will define the most suitable strategy for the governments of Aceh Province, Aceh Besar, Aceh Jaya and Aceh Timur districts in order to address sustainable access and quality of ECD services, with a special focus on areas with the lowest enrolment rates.
Qualifications & Experience:
• Advanced degree (Master or PhD) in in early childhood education, education, social policy, social science and/or relevant sectors
• At least five (5) years of progressively responsible experience in policy development and preferably, in early childhood education, social policy, monitoring and evaluation.
• Previous experience working with UN agencies is an asset.
• Strong experience in research and facilitation activities, reporting and advocacy;
• Good knowledge on National Policy and Provincial Policy on education with a special focus on ECD, community empowerment, health and nutrition is an asset.
• Strong leadership and ability to work productively in a multi-cultural environment;
• Very good
communication skills in Bahasa Indonesia and English, including excellent writing and presentation skills. Ability to speak Acehnese is an asset.
• Proven ability to identify potential problems and recommend appropriate solutions.
• Computer skills, including internet navigation and various office applications, including knowledge of statistical analysis and use of the statistical software.
• Good health and willingness to travel and live in locations with difficult conditions.
